    It is comforting to see 590 move through H F, W&M SUB-Committee with unanimous vote on motion by Rep Sargent. Now we must prepare for next of 5 hurdles.

  2. Two bills to End Forced Annexation in Tennessee (HB590 & HB2371);
    A layman’s understanding of status as of Friday, February 14,
    Representative Micah Van Huss’s bill (HB 590):
    1. HB590, by Van Huss, advanced through the House Finance, Ways & Means subcommittee Wednesday, Feb12 and is now on the agenda for the full Finance, Ways & Means Committee next Tuesday, Feb 18, at 3 PM in room HHR15. HB590 had advanced through the Local Government committees during the 2013 session.
    2. At Wednesday’s subcommittee meeting HB590 was amended to eliminate need for the significant cost fiscal note.
    3. Passage at next Tuesday’s Finance, Ways & Means committee hearing, chaired by Representative Charles Sargent, will clear HB590 to proceed to the House Calendar & Rules committee.
    4. The Calendar & Rules committee’s primary purpose is to set a date for hearing and vote on the full house floor. However in the past they have: Returned bills to committee, Delayed bills and even Amended bills advanced to them. Only after clearing Calendar& Rules will HB 590 go to the floor for full house debate & vote.
    5. HB590’s companion bill, SB 869, sponsored by Sen Crowe has been assigned to Senator Ken Yager’s Senate State and Local Committee.
    6. We eagerly look forward to Senator Crowe’s placement of SB869 on notice, after which plans for advancement will be developed & implemented

    Representative Mike Carter’s bill (HB 2371):
    1. HB2371 is now scheduled for its first hearing next Wednesday, before the House Local Government subcommittee, chaired by Representative Joe Carr, at 12 Noon, Room HHR30, agenda item #7. HB2371’s fiscal note, has been assessed as non-controlling with respect to bill routing and therefore does not dictate passage through the Finance committees. We look forward to advancement.
    2. The House Local Government full committee, chaired by Representative Mathew Hill, will be HB2371’s next hurdle. That hearing should occur the following week.
    3. After passage by the Local Government Committee, HB2371 will be set on the next available agenda of the House Calendar & Rules committee. Only after clearing Calendar & Rules will HB2371 go to the floor for full house debate & vote.
    4. 2371’s companion bill, SB2464 by Senator Bo Watson, has been assigned to Senator Ken Yager’s Senate, State & Local committee.
    5. We eagerly look forward to Senator Watson’s placement of SB2464 on notice, after which plans for advancement will be developed & implemented

  3. Senator Crowe’s bill, SB 869 now has 12 cosponsors including three from the greater Knox County area; Campfield, McNally & Nicely. Kudos to all who stand up to assure their constituents have Right2Vote if threatened with Forced Annexation.
